As regards the first point I ventured in my Despatch Confidential of the 5th December last to more fully explain the reasons of the action and I trust that on receiving that Despatch Your Lordship may consider that the course adopted was the best possible in the circumstances, a view which I believe to be now held by Mr. Parry,
